Language Policy and Ethnic Tensions in Quebec and Latvia

Introduction Concern for the French language in Quebec in the 1960s and 1970s and the Latvian language in the then Soviet Union in the late 1980s and in the new Latvian state in the 1990s were ignited by some of the same demographic and assimilative forces in the two societies. Both Quebec and Latvia had lost their independence to larger powers. The birth rate and population declined abruptly in the two subnations. Schools in English (in Quebec) and Russian (in Latvia) attracted most immigrants. The elites were disproportionately drawn from outside the majority ethnic groups. Abstract Modern language teaching is no longer grammar based, but based on authentic real life dialogues (dialogic speech acts) which enable learners to communicate or rather to interact verbally and nonverbally competent with native speakers. The conception of language teaching curricula, especially with regard to the development of textbooks, is in need of an applicable model of communication, based on regularities or principles of language-usage. Partiendo del análisis de las deficiencias detectadas en la Prueba de Acceso a la Universidad actual, este artículo realiza un análisis de los factores incidentales externos al examen, propone un sistema moderno de evaluación de lenguas como la evaluación dinámica, y estudia las ventajas y desventajas de su aplicación a la Prueba Final de Bachillerato. Las propuestas aquí realizadas se relacionan con el proyecto OPENPAU  (FFI2011-22442) de un consorcio de 8 universidades para la revisión de la Prueba de Acceso a la Universidad.
